Community First Services and Supports (CFSS) is a Minnesota health care program that promotes greater independence for individuals in their homes and communities. CFSS replaces the Personal Care Assistance (PCA) program and the Consumer Support Grant (CSG) to offer more flexible, person-centered options for care.

  • Budget Model: Directly hire and manage caregivers.


  • Agency Provider Model: Use a provider like Blue Star Home Care to deliver services.
